In a Partial meniscectomy, the surgeon will only remove the damaged or torn meniscus whereas, in Complete to Total Meniscectomy, entire meniscus is removed, 

Partial Meniscectomy is generally preferred over complete meniscectomy. Even though complete Meniscectomy helps in relieving symptoms, the problem is that in it the entire meniscus is removed; and hence cushioning and stability between the joints will be lost. Whereas, in Partial Meniscectomy the peripheral rim of the meniscus that is responsible for cushioning and the biomechanical function of the knee is preserved.
